What you can fix with a PDF page organiser
Double-sided scans are the classic problem. The scanner does all the fronts, then all the backs, and the pages come out as 1, 3, 5, 2, 4, 6. With thumbnails in front of you, you can put them back in reading order in a minute.
Other common jobs: moving an appendix to the end, putting a signed page back where it belongs, dropping the blank backs of single-sided sheets, and turning a landscape chart so it reads the right way.
Adding pages from another PDF is useful when you need to slot a page into the middle of a document, such as a signed form into a contract, rather than stick a whole file on the end. For joining complete files end to end, Merge PDF is quicker.

How to rearrange PDF pages

Sejda offers a visual editor, but its free plan is limited to 3 tasks an hour and 50 MB files, and like iLovePDF, Smallpdf and Adobe Acrobat online it works by uploading your file to a server. Smallpdf's free plan allows 2 tasks a day.
This organiser has no task cap and no file-size paywall. The honest limit is memory: a PDF with hundreds of pages needs time to draw every thumbnail, especially on a phone.
